Mar 9,  5:17 PM Haryana Finance Minister Capt. Ajay Singh Yadav today presented his tax-free budget for the year 2011-2012 in the Haryana Vidhansabha today. He said that the per capital income of the state is likely to grow by 16.3 percent at current prices and by 8.2 percent at constant prices.In the budget estimates 2011-2012 the total receipts (net of public debt) are projected at 39170.45 crore which signify an increase of 6651.67 crore rupees. Tghe total Expenditure under the budget estimates is projected at 40276.28 crore which signify an increase of 3704.58 crore rupees over the corresponding projections in the revised estimates of 2010-2011.The budget estimates 2011-2012 project a revenue deficit of 2660.68 crore and fiscal deficit of 8008.60 crore rupees. In the state budget maximum allocation of funds is for Power, Education, IT and Social Justice Sector. Finance Minister has kept about 2000 crore rupees fro up gradation of the Power transmission network in the state. The other highlights of the budget are project of four laning of Kharak-Bhiwani-Dadri-Mahendergarh-Narnaul-Nangal Choudhary Kotputli road on BOT basis, Project of fourlaning of YamunaNagar-Ladwa-Karnal section of state Highway No 6 and 7 on BOT basis, construction of Kaushalya Dam on Ghaggar River in Panchkula District ,proposed Railway over Bridges amounting of 283 crore rupees and Construction of 12 bridges costing 50 crore rupees under NABARD scheme. The Finance Minister also announced enhancement in the fleet of Haryana Roadways from 3400 buses to 4500 buses by the end of financial year 2011-2012.He also proposed addition of 100 ordinary AC buses in addition to the existing fleet of 38 AC deluxe buses and 10 Volvo AC buses. He said that a modern smart card based vehicle registration and driving licence system will be introduced for efficient delivery of services, better monitoring and security. He said that the diversification of traditional carp fish culture to culture of high valued fish species will be undertaken and climate change action plans will be prepared during 2011-2012. Minister also said that efforts will be made for electronic transfers of wages during 2011-2012. He said that Government has plans to upgrade sporting standard of the state by promoting clubs culture and commercializing sports. He announced opening of five new dispensaries in the health sector and said for women and child development, Gender budgeting will be implemented and efforts will be made to prepare status report and action plan on gender issues. In the budget a provision of 1876.50 lakh has been kept for various schemes for senior citizens in the Annual Plan
